Job description:

  1. General Summary
Under minimal supervision, lead and provide technical expertise in the design, development, testing, documentation and maintenance of reporting and analytic solutions for the organization. Work with internal and external customers to understand and analyze business challenges and develop BI solutions using underlying technologies. Ability to decipher how best to engage in priorities by soliciting and leveraging the entire breadth of expertise of the Enterprise Data and Analytics team, including understanding how the BI team can best contribute to the engagement. Demonstrate a high level of critical thinking and analytical skills with as expert understanding of relational database/BI environments and related technologies. Lead and develop insightful visualization with concise storytelling. Lead and conduct external research and develop exploratory analysis. Lead key strategic priorities for the organization including, but not limited to population health management, clinical performance and quality and operational performance. This is an opportunity for highly motivated individuals to provide leadership and technical expertise to a dynamic team in the organization???s Data and Analytics division in support of the organization???s imperative to become a data-driven and outcomes-oriented organization.
  1. Principal Responsibilities and Tasks
The following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. These are not to be construed as an exhaustive list of all job duties performed by personnel so classified.
  1. Lead cross-functional teams in order to achieve goals of BI and IT projects, including work plans, system design, technical design, data modeling and testing of solutions.
  2. Participate in the planning for future BI Strategic initiatives
  3. Mentors BI Developers to improve technical skills and provides technical guidance to less experienced personnel
  4. Manage and supervisor multiple projects simultaneously
  5. Identify project risks and impediments, notify management, and proactively work with other members of the team to complete assigned tasks as defined by project scope, timelines, and budgets.
  6. Lead and develop dynamic data discovery and visualization analytics presentations.
  7. Troubleshoot and problem solve complex/difficult implementation issues, test security of roll-out.
  8. Technical development of complex BI solutions, applications and other tools.
  9. Read and interpret conceptual, logical, and physical models to include context, data flow, process flow, logical diagrams, and data dictionaries. Read and interpret design documents.
  10. Performs highly complex data queries and mapping. Leads the development and validates test plans for solutions, applications and/or operating systems.
  11. Develops process to streamline and monitor and ensure a high level of availability for all critical solutions and applications.
  12. Assist in updates and upgrades of BI software and determine functionality which should be implemented to improve technical or user experience.
  13. Assist and facilitate the discussions with project sponsors in the interpretation and use of the results; ensure that the data is understood by users and achieve operational objectives.
  14. Prepare supporting documentation, reports and presentation materials.
  15. Lead prototype review, integration, system, and user acceptance testing (UAT).
  16. Develop health care subject matter expertise related to specific products, data elements, business processes, data marts, and BI applications.
  17. Ensure strategic alignment of IT solutions with business objectives
  18. Perform project planning and management efforts related to issues and concerns for highly visible or complex projects. Estimate software development efforts based on high level specifications and/or logical system design. Provides technical expertise as required. Responsible for issue reporting, tracking, analysis, and follow-up.
  19. Validate development of prototypical systems or system components to demonstrate technical feasibility. Prototype construction may include the new utilization of hardware and software development tools and techniques.
  20. Develop complex software in a variety of environments and platforms to address stated system goals and needs. Resultant software should conform to accepted standards for robustness, re-usability, modularity, efficiency, etc. Software development efforts should result in defect free applications.
  21. Act as a liaison to Senior Operational Management and provide application support and guidance to end users. Serve as point of contact for resolution of complex application problems.
  22. Conduct and/or participate in in-service and various educational programs for professional development. Orient, mentor, and transfer knowledge to staff.
  23. Supports projects conducting research, collecting and analyzing data.
III. Education and Experience
Required
  • Master???s degree in mathematics, computer science, physics, actuarial science or related computational field plus 4 years of experience in any position involving the design and development of business intelligence solutions. In the alternative, Bachelor???s Degree in mathematics, computer science, physics, actuarial science or related computational field plus 6+ years of progressive, demonstrated hands-on experience involving the design and development of complex business intelligence solutions/products.
  • At least six (6) years in the following:
  • Experience in 3 or more relational database platforms (i.e. Oracle, SQL Server, Teradata, PostgreSQL)
  • Experience must include two data discovery/visualization/Business Intelligence tools (e.g. Tableau, Qlik, PowerBI, Python, SAP Web Intelligence, Microstrategy, R)
  • Expert knowledgeable of meta-data modeling, data mart solutions and relational database concepts.
  • Leading, and implementing exploratory analysis, demonstrating ability to make sense of the data, offer insights and critical analysis; determine the appropriate ensuing questions to ask, how to frame them, and how to approach them.
  • At least 4 years of experience in leading and using storytelling concepts, demonstrating an ability to build a narrative around a set of data and its accompanying visualizations to help convey the meaning of that data and resulting insights in a powerful and compelling fashion; determine the appropriate set of visualizations with evidence-based justification
  • Candidate must demonstrate leadership and have confidence to question assumptions and preconceived notions and engage with stakeholders using data-driven evidence to address challenging and intractable problems.
  • Solid understanding of statistical concepts including distributions, probability, correlations, confidence Intervals, significance testing (type I and type II errors), testing means, analysis of variance, regression, moving averages, and Chi-Square; demonstrate ability to determine which statistical concept appropriate to use and be able to use them correctly.
  • Must be proficient with technical assessment delivered by D&A team
  • Epic Certification in a Clarity Data Model (Clinical, Access, or Revenue) or completion of Epic Certification (must be obtained within 3 months of training completion).
Preferred
  • Master???s Degree
  • Prior experience in healthcare and with clinical/financial data
  • Familiarity with HL7 interfaces and ETL processes.
  • Prior experience with one or more of the following transaction systems (Epic, Lawson or similar enterprise transaction systems in other industries).

  6. Demonstrated ability to develop technical specifications, assess multiple platforms and levels of complexity, including back-up and recovery controls for all aspects of applications, and familiarity with problem analysis and hardware/software configurations is required.
  7. High level of proficiency in ability to problem-solve, to include assessing user needs and determining appropriate systems applications or requirements. Serves as a resource to others in the resolution of complex problems and issues.
  8. Skilled in common data manipulation tasks such as reading CSV files, filtering contents, and producing output files in different formats.
  9. Create automation tasks to run and distribute data exports/reports on set schedules to hospital end users.
  10. Knowledge of user relations, data gathering techniques, and management information systems.
  11. Understands and promotes adherence to systems security and control procedures in accordance with departmental, vendor standards and regulatory bodies. Supervise, teach and monitor compliance.
